The “Stop, Educate & Enforce” campaign (SEE) was launched to promote safety for cyclists and pedestrians. They ask pedestrians and motorists to keep their eyes open and look out for each other. If there is no sidewalk, pedestrians must walk on the shoulder as close to the side of the road as possible. If there is a sidewalk, a pedestrian is not allowed to walk in the roadway, according to South Carolina laws. Pedestrians are advised to wear reflective or light-colored clothing. Police also advise facing traffic while walking, according to news reports .
